The program allows users to commit to a two-year plan where they pay monthly for either an Xbox One S or an Xbox One X and subscriptions to both Xbox Live Gold and Game Pass. in short a good way to get everything via an affordable monthly plan. I think compared to the PS rewards, the XBOX all access program is lot better. Though not all people can prefer that but overall the games offered per month for free are lot better with the Xbox than with the PS Rewards. That's what I can tell you from the experience.
