Would you rather always have a full phone battery or a full gas tank?

A full gas tank - do you know how expensive gas is?! You can always charge your phone anywhere for free - you don't have that kind of convenience when it comes to gas. Which would you rather?

one phone charger can last forever. gas is expensive and doesn’t last for very long.

Gas tank definitely. Gas is $2.88 per gallon here. I can't afford to get out much unless I have to. I would love to just get out and go for a drive, but it's too damn expensive. Granted, it's my understanding the Missouri always tends to have the cheapest gas in the United States at any given time, but that doesn't mean it's affordable.

In my country it's pretty much the same scenario - I heard the prices were supposed to drop soon because the oil refineries were ramping up production but I can't wait that long.

Well you don't really drive so gas wouldn't be the priority for you.
