I can't comment on sifu or Bloodborne, but Hitman Blood Money does penalize you for killing more than just the targets. After each mission, you get to view a newspaper report about the assassinations. If you kill more than the targets, the report will call you out as a crazed gunman. If anyone witnesses you kill someone, that report gets added to the news. As well, missing tons of shots, will result in the paper making fun of your skills, calling you a crazed gunman with limit skill, not in those words though. You could kill everyone in a level, but it would out you and cause issues for you in the next missions if I'm not mistaken. It wants you to go the silent assassin route.
