I have found it to be especially obvious with Skyrim and BioShock Infinite. In Skyrim, it even makes little bands across the screen directly around torches and such. It is awful. Have you tried adjusting the settings on your TV? If it's only happening in certain games, make sure your visual settings for that game are set properly.
