It's solely developed by Erik Rempen for his studio Silk Softworks. It's said to be releasing sometime in late 2025 for PC. So far it is only releasing on PC, not sure if it'll release on consoles. The concept of building a town brick by brick is promising, and it's impressive that Erik Rempen is developing it solo.
