It's part of what the NPCs are in the video games for, to serve a higher purpose. It's a very good common thing in GTA games.

Lol, that's brutal indeed, killing the pedestrians that way, they aren't the targeted enemies. When it isn't targeted enemies I don't waste my bullet to shoot any of them.
