They are an entertainment media, so they are rated for the target audience as per each expression within that media. You may as well ask the general public how they would age a movie, or TV show, or magazine as it's so ridiculously vague. This need context. Would it be appropriate for a 17 year old to play? Who knows since 17 isn't in your scope. I guess we're supposed to skip certain ages. It can be either 16 or 18, but definitely not 17.
