Should players/teams caught cheating deserve a second chance?

Should players/teams who are caught cheating be forced out of the pro leagues for life? Or do they deserve a second chance at some point? I think it should go like this, maybe a week long ban, and then a month long ban for the second offense? And a third offense is a ban for life maybe? 

What do you guys think?

Yeah if you're under the age of 18 I think you should. Yes, I know that 99.9% of kids know not to cheat but that 99.9% know not to lie either, but they do it sometimes anyways because they're kids. The same people saying you shouldn't get a 2nd chance need to take a 2nd look at perspective. You know right from wrong for a lot of things at like the age of 13, but doing the right thing 24/7 as a kid is almost unheard of.

Then again if you are banned by Valve, that's like getting caught by the over pleasantly plump slowest sleepiest mall cop. On the other hand, a grace period the same amount of time it takes for a VAC to disappear off one's profile should also get rid of the ban. Maybe have a requirement that you have to write a 1000 word minimum paper to Valve and based upon some review then have their ban reverted. This sound great in theory but forgiveness only works when the punishment is also severe, not the way it currently is. Valve can't even catch blatant cheaters for months (sometimes years) let alone closet togglers. They can simply create a new steam account (upto 100) and begin their adventure again. Valve support themselves will tell you to 'make a new steam account and buy the game again' so anyone with 2 interacting brain cells can put some sense of this together, but can't say that in 'some' places because the truth hurts buttholes. For the shiny badge, trust factor is like psychology 101, works on idiots 100% of the time.

Shouldn't be tolerated to be honest, just like they do in speedrunning communities, you get caught cheating, you get banned from that game, the issue is that, a dude who got caught cheating in Mario Kart, was also caught for cheating in super mario bros, he did it for the world record, which means that who cheats once, can cheat twice (or even more)
