You most likely are already familiar with this town as it is visited in the first half of the game. Even if you are still in chapter two, the town of Rhodes is relatively close to your current camp location. Once in the town, head to the small isolated house just to the north of the main shops. There is only one way in. Once inside, look for the workbench and you can find the fragment there.
