Bethesda has now released the upcoming Murkmire DLC for The Elder Scrolls: Online on the game’s PTS servers. This is standard practice for an ESO DLC release; Wolfhunter released on PTS servers shortly before its full release as well. The DLC will be available to all players who have access to the PTS servers until its actual release date.

The Murkmire DLC Releases on the PTS Servers
Only available to some of The Elder Scrolls Online’s players, the game’s PTS servers allow Bethesda to release new updates and DLC to test ahead of time. In the case of Wolfhunter, the DLC released on the PTS servers a few weeks before its full release. The same is likely to be the case for the Murkmire DLC. For fans unfamiliar with PTS, it should be made clear that this isn’t a beta per se. Although the purpose of the PTS launch is to test for bugs and other issues, this isn’t a limited time event. The DLC will remain available on the PTS servers from now on, unlike a beta, which would be taken down for a short time prior to release.
Bethesda has been heavily promoting Murkmire in recent weeks. The studio has released a new character spotlight featuring Famia Mercus, a character from the DLC, along with a new preview of the upcoming content and discussions of things like biomes. Although the DLC is now available to some extent via the PTS servers, Bethesda hasn’t actually clarified what the DLC’s full release date will be. As happened with Wolfhunter, they are likely not to do so until very close to the actual date. However, Bethesda has historically only released DLC to the PTS servers once they are very close to it being ready. As such, players can probably expect Murkmire to launch in full within the next few weeks.
